I have the same problem. The remove hyperlinks command says there are zero hyperlinks in the document, but there are actually multiple pages with active hyperlinks and the Arkansas electronic filing system for legal papers will not accept it. I have to remove the pages with hyperlinks, convert the text to outlines, and then swap those "outlined" pages back in. It makes the document MUCH larger and is time consuming. Plus, there is no way to know what pages will fail without submitting it to the electronic filing system. This is an absolute fail. Remove hyperlinks should remove hyperlinks without me having to do anything else.
