    I'm using Adobe Acrobat Pro Version 2023.001.20177 and I am having the same issue. I can add "Bates Numbering" under the Stamp when trying to Customize the quick action bar, but I'm not able to add any of the Stamp tools. Under the Scan & OCR folder the "Bates Numbering" is listed again. What should appear under the Stamp folder should be "Stamp", "Stamps pallete", "Custom stamps".

    It appears to redraw the page 2-3 times and causes a flicker/flash when the Output Preview window is open when changing pages.
