An error occurred while saving the comment An error occurred while saving the comment Michael McCarthy commentedI just ran into this same problem, but thanks to having an abundance of files to work with, I've found a possible culprit. All of the comments that fail to load are tagged as having been made using PDFium - which is visible by using "export all to data file" on the comments of the documents.
Some data has been modified for length or privacy

A follow up to my last message: I can replicate the issue by opening a PDF in Microsoft Edge, making a comment in Edge (which uses the PDFium engine), and then saving. Bam - comments from that point on will no longer display when you view them in adobe.
