I just ran into this same problem, but thanks to having an abundance of files to work with, I've found a possible culprit. All of the comments that fail to load are tagged as having been made using PDFium - which is visible by using "export all to data file" on the comments of the documents.
Some data has been modified for length or privacy

A follow up to my last message: I can replicate the issue by opening a PDF in Microsoft Edge, making a comment in Edge (which uses the PDFium engine), and then saving. Bam - comments from that point on will no longer display when you view them in adobe.
