At the very least, form fields need to be fixed so it is easier to place the field text in the desired position of a form. The image I've attached shows 2 different form fields - a date and a text. In both fields you can see the bottom of the field box is well below the baseline of the text. And you can see that resizing the box can result in the text being cropped, while the box still includes significant white space below.
