I found the Add text comment tool when I customized the Quick Action Toolbar.
Steps to duplicate:
Click on the 3 horizontal dots button on the bottom of the Quick action toolbar.
Click on the Customize button that displays next to it, opening the Customize quick action toolbar dialog.
Click on Comment to open a list of commenting tools.
Click on the Text tool to highlight it (T with a plus symbol). (This is the Add text comment tool that I used in the previous UI. It is the one without a border.)
Click on the Circle containing the plus symbol and underlined by a left facing arrow to add the Add text comment tool to the bottom of the Quick action toolbar.
Click Save button to close the Customize quick action toolbar dialog
Click on the newly added tool (T with plus symbol) and on Windows Version, position the "click to type insertion tool" over an area on the page and click and type to add a text comment without border that flows text to the right page border and left aligns under the original click. (On the Mac Version, you will just see the insertion tool without the "click to type" verbiage.
