    Having the same issues as this.

    Environment:
    Windows 10 Enterprise version 1909
    Adobe Acrobat DC Pro 20.013.20066

    added troubleshooting

    reverted Adobe DC back to
    Adobe Acrobat DC Pro 2020.012.20041

    Portfolio works correctly with this version after updateing to
    Adobe Acrobat DC Pro 2020.013.20064
    and
    Adobe Acrobat DC Pro 2020.013.20066

    Unable to open Portfolio while in protected view unless Adobe DC is opened first and enable all features clicked before opening document
