I work in Construction and receive a lot of scale drawings, usually created from tools like AutoCAD. Often enough the designer doesn't select the correct options when plotting to pdf - meaning that the page size on the pdf is not correct (ie a PDF shows as A3, but needs to be printed at A1 for the scale to work correctly). This causes issues with document control (ie individuals may unwittingly print at the wrong size), but also means that the measure tool is giving false results as the scale is not as shown on the drawing. This is also common with reports being sent in as american 'letter' size, rather than A4, due to using default options - which can cause problems in printing. It should not be the responsibility of every user in the company to notice these problems and fiddle with printer settings, I should be able to alter the document properties.
Ability to change 'page size' on existing pdfs.
