This worked wonderfully, thanks to @nodespike for the image as I found this setting took a bit to find on the accessibility page.
One thing to note is that if you have already opened a pdf, it will default to the last view settings you used, so you will not see the scrolling. There is another setting in Preferences > Documents to "Restore last view settings when reopening documents". You would need to deselect this to have previously opened document default to scrolling.
Of course, deselecting this would open every pdf at the beginning of the pdf. Up to you on whether that is good or bad;)
