I read and edit PDFs all day for work. Enable scrolling was my default in Adobe Acrobat Standard 2017. The fact that this feature was taken away in Adobe Acrobat Standard DC (and also Acrobat Reader DC?) is incredibly frustrating. I have managed some workarounds, but it would be wonderful if Adobe brought this back.
Edit > Preferences > Page Display. Zoom: Fit Width. Manually decrease zoom on each document.
Edit > Preferences > Accessibility. Always use Page Layout Style: Single Page Continuous. Always use Zoom Setting: 100%. Manually increase zoom as needed per document.
