I found the workaround for this, at least on my PC. It's not an Adobe Reader issue as I don't have Reader on my laptop, I think it's something within Windows. The problem occurs when running 2 monitors set at different scales. Mine was 100% on the big monitor and 150% on the smaller laptop screen. If I set both to the same scale, 125% each, the problem goes away.
