    Select the text box, right click and select Arrange → Bring to Front.
    Let us know if that works.

    Similar problem - I use comment, white line tool or rectangle tool with white border and background to "whiteout" text or more frequently (drawings graphics). Then follow up with Text (not text box b/c I do not want the box) to make corrections or comments. The issue I have is that it's not possible to bring the text to the front over the whiteout comment rectangle or linework. If I use the text box with white border & background, the text box linework is always over text or other graphics in the PDF. There seems to be no way to turn off the text box border.

    Use to be very straight forward & functional.

    Now I either:
    - live with the box line (white or otherwise) over the PDF graphics - Booooo!
    - or have to white out w/ box or line, flatten PDF then add Text. Booooo too!

    Please allow us to set the order of the Text and Comments Rectangle Tool
