For me, this problem is very easy to reproduce.
Shadows are turned off every time I open "Annotation" tool. It may not be the only cause of the problem but I think it's a good location to look at.
Steve, I didn't see any updates on Creative Cloud Desktop app but I *did* see an update from Acrobat menu (on Windows 10): "Help" → "Check for Updates..."
