The problem is that your file doesn’t contain the original text: it’s just an image with a misplaced invisible text layer. You can ascertain that it’s an image by zooming in and noticing that the letters don’t scale smoothly but remain pixelated.
The text layer was not properly positioned with respect to the image by the producer of the file, not to say that it is in some weird encoding: try to make a selection, copy it and paste somewhere to see that instead of the text shown on the image it is a sequence of dingbats.
