As someone pointed out many months ago in this thread, the zoom buttons and the zoom magnification indicator (percentage) will show up in the main toolbar <b>IF</b> you are in "Tab Mode". If you are in "Window Mode", the only way to make these items appear is in the floating page control toolbar.

Although it is frustrating to have a new document open as a tab inside an already open document, it only takes a moment to drag that tab out into its own window. And then both documents still have the zoom buttons in their 'main' toolbars.
