When I click on 'comments' toolbar, it would be helpful if the focus switched to the comments panel so that the keyboard could be used to begin viewing comment details and marking them as checked.
I expect to be able to press the up and down arrow keys to navigate to the next or previous comments and then to press the spacebar to toggle the checkbox on and off. Pressing the delete (perhaps shift-delete to bypass any 'are you sure?' dialogue boxes) should delete the comment. Ctrl Z should undo a comment deletion.
With those simple keyboard commands, a user could navigate pdf comments rapidly never having to reach for the mouse.
Again, below are the specific keyboard-friendly suggestions:
Focus the comments panel as soon as the "comment" button is clicked
Up and down keys: shift focus to next or previous comment in comments panel while bringing the comment into view on the page of the document (changing the viewed page if necesesary)
Spacebar: toggle check/uncheck comment
