    I solved this problem by reverting to the older Acrobat Pro XI.
    Create your PDF with all the links, then close it.
    Then FILE-Create PDF from Webpage - then choose the PDF file you just save. It opens in older versions of Acrobat, but did not work in DC. From there, you just choose the levels etc. and it appends and links every link in the document. Been doing this for years now to create linked affidavits/books of documents for legal cases, never an issue.
