    i have found this so irritating since coming from using bluebeam.
    however i have found the solution

    click measuring tool then right click on the page, at the top of the list that pops up is change scale ratio. however i suggest you try bluebeam if you are in construction or engineering and measure a lot.
    the measure tool is just not good enough for a pro version software tool
