    You can make the hand tool the default option by trying:
    1)Look under Preferences> Acessibility
    2)Uncheck "Always display the keyboard selection
    3)Then select the Hand Tool.
    4)Close the program
    5)The Hand tool will now be default

    I completely agree that this should be a user preference rather than requiring workarounds. Some users spend most of their time navigating documents, while others primarily select and edit content, so having a configurable default tool makes sense. Several users have reported mixed results with Accessibility settings, Touch Mode, and even registry edits depending on the Acrobat version.

    From a productivity standpoint, even small extra clicks add up when you're opening dozens of PDFs per day. The same principle applies here, a simple "Default Tool" setting would make Acrobat more efficient for many users.
