    HI David,
We tried on our side on the latest build. It is fixed on our side. Please update on the latest build.
Although the issue faced by you may be because you have not turned off Protected View, Please turn it off and you won’t be facing the issue anymore.

    Thanks

Sorry, tried as suggested in Pro DC 19.010.20069 but problem still occurs.
    However here is a clue:
    1. Open Acrobat by double-clicking on a document.
    2. Try to change tool using accelerator eg V to H or reverse - nothing happens.
    3. Hover over the tool button in the UI - tooltip does not offer the accelerator key.
    4. Click on the tool button - tool is activated ***and*** the tooltip now offers the key!

It's another workaround, like the one in my comment below. But neither is exactly a resolution!
The general case seems to be that a range of UI interactions activate the accelerators.

Sorry to say still not completely fixed for me in 2009.008.20071 under Windows 10 Pro 64-bit with latest updates. Accelerators work but only once an 'accelerable' tool has been clicked in the UI. Seems to happen with all documents.

Further exploring this issue it is definitely sensitive to the document opened, (and even then can resolve itself). I would attach an example document if this were enabled!

Getting the same issue with both Reader and Pro (2008.009.20050) under Win 10 64-bit with latest updates.

No problem when the program is opened from the Start menu, just when opened via a document.
