We tried on our side on the latest build. It is fixed on our side. Please update on the latest build.
Although the issue faced by you may be because you have not turned off Protected View, Please turn it off and you won’t be facing the issue anymore.Thanks

The general case seems to be that a range of UI interactions activate the accelerators.An error occurred while saving the comment David Wright commentedSorry to say still not completely fixed for me in 2009.008.20071 under Windows 10 Pro 64-bit with latest updates. Accelerators work but only once an 'accelerable' tool has been clicked in the UI. Seems to happen with all documents.

No problem when the program is opened from the Start menu, just when opened via a document.
Sorry, tried as suggested in Pro DC 19.010.20069 but problem still occurs.
However here is a clue:
1. Open Acrobat by double-clicking on a document.
2. Try to change tool using accelerator eg V to H or reverse - nothing happens.
3. Hover over the tool button in the UI - tooltip does not offer the accelerator key.
4. Click on the tool button - tool is activated ***and*** the tooltip now offers the key!
