   You can try Click “File” and select “Properties.” Click the “Initial View” tab and select “100%” from the Magnification drop-down menu.

   You can save/close and re-open the PDF in 100% magnification always.

   If you need this to be a global setting for all PDF, you can refer to https://helpx.adobe.com/acrobat/using/adjusting-pdf-views.html
