Apart from the fact that I don't see the use of putting it in a menu, I also don't understand what's wrong about having a checkbox in a comment.
The comment-checkbox is an essential workflow-feature. Whoever decided to get rid of it, has never been part of an editing/designing process. There's other things that need to be fixed in Acrobat Pro – disabling features that actually work for the sake of 'visual cleanliness' is just plain stupid.
Something that might ease the pain a little bit (until this gets fixed!): Shift-K lets you tick the comment by shortcut. The only downside is that you can't have the comment box selected, because then you just replace the comment by a capital K.
