    This issue is not resolved because the problem has not been identified well. Agreed, the author of the form should correctly assign fields. However, many authors do not do this correctly, including the IRS. I am trying to fill out an IRS W-9 form. There is a space for a date, but no fillable field. There is no option for me to insert a date. I now need to print the form, fill out the date, rescan, and resend. There should a simple option to "Add Text," as before, any place on the document. This will allow the signer to fill information outside of fields, such as signature, date, initials, or special notes. Like it or not, this was an oversight.
