For PDFs having active form fields, only the sign option is displayed. This is AsDesigned behavior.

There's more to this than has been realized in this thread... or elsewhere I've looked. There's some user system setting involved. I've had several forms... the IRS 1040-ES for one, forms from a very high end accountant, who knows how to "do it right" for another... which I can't fill in on one Win10 machine... but can on another. ALSO a clue: On the machine where I can't add text: I CAN select "Fill and Sign", I CAN "add a text box" (may not be right term) to the form, add, say, a tick mark. I even get a cursor... but any typing on keyboard just ignored. All this with the document open IN Adobe READER. (I.e. not in a window in Firefox, say). // On the machine where things "work", sometimes, there is a brief pop up... something about Javascript macros or somesuch being enabled. All this with Reader DC vers 2019.010.20099
