    This fixed my issue with XI perpetual install. Note that I could keep it open if I ran as administrator but that was a pain so this fixed it for me:
    Remove the 'Read Only' attribute from C:\ProgramData\Adobe\SlStore (This is a hidden folder) and give Full Control to Everyone.
