Michael H, I would much rather disable protected mode in Acrobat Reader than reimage the kiosks with an unsupported operating system as running a system without any security updates would be a bigger security exception.

Adobe has now acknowledged this as a bug and listed it in the known issues section for Adobe Acrobat Reader DC but it seems to affect all versions of Adobe Acrobat Reader.

"Problem: Unable to print using IE for latest Win 2004 update when only Reader is installed. [ADC-4304271]"

    Source: https://helpx.adobe.com/acrobat/kb/known-issues-acrobat-dc-reader.html

It's not clear if the problem is with the reader plug-in (Adobe) or with Internet Explorer 11 (Microsoft) but I'll let Godzilla and King Kong settle that argument.
Meanwhile, it is possible to disable protected mode completely in Reader if one absolutely must use the reader plug-in in IE11 to view PDF:s.
A more secure workaround is to disable the Reader plug-in in Internet Explorer to force the file to be downloaded and opened outside IE. Might not work in all scenarios though.
