I encounter the use case described by @Frederick Elwert all the time. It's especially important for large PDF documents used for reference on a regular basis, such as product catalogs, user guides, reports, etc. Even when a PDF document does contain a TOC, it's very common to need shortcuts to frequently used content.
Given that AR is the flagship app for PDF documents, functionality for the convenience of readers should be a top priority.

Yes please! I just encountered this issue a half-hour ago. Here is an example use case:
User has a tablet device for work (in-office or remote), and needs to frequently refer to information in large, structured, PDF documents (e.g., product catalogs, instruction manuals, guidelines, etc.). Efficient direct access to specific information via a TOC and/or the user's saved bookmarks is of critical importance.
