Simply adding a signature block where users can add as many signatures and initials as needed will do. This would improve UX (and make logic sense) AND will not be detrimental to security since those processing the signatures are still legally responsible to get the consent from all parties involved under penalty of law... because if they forged a signature, it won't matter if it came from a simulated one that was added straight on paper or via a jpeg in Acrobat.
