    I think there is a misconception here that Acrobat is a "Layout" program. Acrobat was designed to be able to transport files without being able to change them. When you ship pdf files out to a printer or publication you have the confidence that nothing will change.
    "Portable Document Format (PDF) is a file format used to present and exchange documents reliably, independent of software, hardware, or operating system."
    If you need to make edits you should go back to the native application the pdf came from and make them there.
