   Keep a "Comment and Markup" tool selected in Adobe Acrobat Pro DC

   1) Select the tool you want to use (but don't use it yet).
   2) Mac: Command + E (....Tool Properties)
   3) Tick the "Keep Tool Selected"

   Save Submitting...
