This must have been designed by someone that doesn't use scrollbars. It's very easy to fix, just look at how in Gmail the side panel can be hidden and a small tab is left at the bottom to restore it instead of a full height bar.

I have the same problem and I'm not using any custom pointer. I use "Windows Standard (extra large (system schema)" and the pointer becomes tinny when hovering Acrobat Reader window.
You need to follow proper usability rules. Image how many people with poor sight or simply sitting further away from the monitor this causes problems to.
