Over the last few days, I am also not able to bring back the scroll bar temporarily by changing the macOS System Settings to "Show scroll bar" -> "Always".
I would like to point out that Microsoft and other apps are able to honour MacOS Scroll Framework. In fact, Adobe manages this fine with Illustrator, so why not with Acrobat?
Please Adobe, post some assistance for how to get the settings correct - it is making my work difficult!Karen Houliston supported this idea · -

An error occurred while saving the comment Karen Houliston commentedPlease note that this issue has become worse, as switching from "Show scrolls bars" to another option and then back to "Always" in MacOS options no longer brings back the scroll bars even temporarily.
I understand that you were trying to honour the Scroll Framework update in Mac, but it should actually work with the "Show scroll bars" option set to "Always" in the MacOS settings - other apps, like Microsoft Office, do work with this option set correctly.
This is a huge disadvantage to a Wacom user on MacBook - I can't use my pen for scrolling, commenting or editing a PDF. I can start scrolling using the trackpad, but if I pick up the pen, the scrollbar disappears. An error occurred while saving the comment Karen Houliston commentedAnd it can't be re-enabled for a document while the document is viewed, only for a few seconds. MacOS Sept 2023 update. What is really infuriating is that the scroll bar cannot be activated via a Wacom pen!

"f you toggle the setting in macOS system settings to another option and then back to "Always", the scroll bar shows up."
I was using this as a method to get a temporary scroll bar in Acrobat. But over the last few days, this functionality has disappeared, and now I cannot get a scrollbar in Acrobat unless I scroll with the trackpad.
