    Yes the issue is file specific. In certain files, the highlighting tool does not work.

    per Adobe's help instructions to add a button for toggling Touch Mode on/off (https://helpx.adobe.com/acrobat/using/viewing-pdfs-viewing-preferences.html):

    Touch mode for tablet and mobile devices
    .... You can add a Touch mode toggle button to the toolbar or change the default preference setting for Touch mode.
    Display Touch mode button on toolbar
    You can display a toolbar button to toggle Touch mode on and off.
    Choose View > Show/Hide > Toolbar Items > Touch Mode.

    However, when I choose "View > Show/Hide > Toolbar Items" there is no "Touch Mode" option to select
