Sorry for the inconvenience, though this sounds very strange. Can you kindly share the steps you are following to create the pdf. I am asuming it is asking for a password when you are trying to reopen it later – correct me if it is not so.
Also share the version of the software you are using as well as the version of the Operating system.An error occurred while saving the comment Anonymous supported this idea · -

If not, it must be the creator who had set the password for making it non-editable.Regards,
GauravAnonymous supported this idea ·An error occurred while saving the comment Anonymous commentedNever set up a password for document. Now it is asking for password to open. Security features in file properties all give full permission with no restrictions. I created the file.
I am having the same problem. pdf is created using ScanSnap Manager Version 6.5 L61. Using Microsoft Windows 10 Pro 10.0.19041. When I go to open the file on either my hard drive or DropBox, it asks for password that I never set up. I am the person who created the file.
