Have the Enhance Scans Toolbar and then use the Recognize Text option. Does it resolve your issue?
Please let us know the workflow you had been using. -

For PDFs having active form fields, only the sign option is displayed. This is AsDesigned behavior.

Is it a scanned form? Is it possible for you to please share such a problematic pdf?

Did you try Tools->Print Production->Flattener Preview.

Document Open Password cannot be removed unless document editing permissions are given to the password. So ,considering the issue resolved.

Understand your concern.
The creator of the document did not intend to allow any changes to the document, hence there is a second layer of protection which he used using Permissions Password. When you try to remove the Document Open Password, it is an attempt to change the document, hence you cannot do that unless you have the Permissions Password too. This is a feature to better protect the security of the document. -

Thanks for your feedback. Can you please elaborate a bit on your workflow where this would be useful? Also, when you say, you can do it in a text box comment - please let us know the exact steps you followed.

Please also specify the Acrobat version you are using where this issue is occurring. You will find the version info in Help→About Adobe Acrobat.

With the latest release of Acrobat on 11th April 2017, this issue has been addressed.
To get the latest product update, within the product, click on the menu Help-> Check for updates.Please check and confirm.

While a version of Acrobat is installed, one should be able to install and play around with the trial of another version
