 commentedUnderstand your concern. 
 The creator of the document did not intend to allow any changes to the document, hence there is a second layer of protection which he used using Permissions Password. When you try to remove the Document Open Password, it is an attempt to change the document, hence you cannot do that unless you have the Permissions Password too. This is a feature to better protect the security of the document.

 commentedWith the latest release of Acrobat on 11th April 2017, this issue has been addressed. 
 To get the latest product update, within the product, click on the menu Help-> Check for updates.Please check and confirm.

If your product has not already been updated, to get the latest product update, click on the menu Help --> Check for updates in the product.
