Hi Joel,
We are always working to make it a better of experience for our accessibility customers.
We’ll be adding the support of Undo/Redo in order panels and Reading Order Tool in our coming releases.
Can you please tell me why you need the Tags Panel and Reading Order to be merged.Thanks

First I want to say, you are not alone. I am an Adobe Acrobat Certified Professional and I have the same problems and frustrations as everyone else. We feel your pain.
The fact that they have not responded to your post from seven month ago shows how much they care about their customers. People have been asking for this merging of the Reading Order and Tags for so many years. I think we have collectively lost hope that this feature will ever come to pass.
Companies like Microsoft continually release new features to make it easier for people to make content accessible in their products. We just don't see that investment or commitment from the Adobe. Its just a small trickle of accessibility improvements, like adding 'undo' in 2018 and making it easier to edit table Tags.
