I still see this problem, in Acrobat Pro Continuous Release I Version 2023.003.20244 I 64-bit
Please fix this; it's been 4 years since it was reported.
Edit: I just discovered the behavior is more complicated. Sometimes the hand tool moves the page. Sometimes it changes to a vertical bar (when over OCR'd text). And sometimes it will select text as showed in my photo of my screen (attached).

I also see this, in Acrobat Pro Continuous Release I Version 2023.003.20244 I 64-bit. When I zoom in to the document, the vertical floating toolbar blocks part of the document. I suggest the toolbar be made dragable (to another location), dockable (to get it off the document display area), or add a Preference to turn if off. I would choose the Preference, since I would like to just get rid of it.
