Cannot Open PDF File

I can't open PDF file from emails, whatsapp and other apps. I'm using iPhone 11 and dowloaded the latest iOS 13.1.2.

I cannot read pdf files sent to me on Yahoo email. I have an Apple mini pad 4 with latest version of iOS. I used to be able to but now I cannot. Can someone help me please?
