Keep the Comment tool bar permanently open on starting up adobe.

I'm really surprised this hasn't been integrated already. Adobe, please consider providing the option for users to retain the comment toolbar permanently so we do not need to click the comment pane each time. It is minor but it would improve usability for such a critical component of the software for many users.
