Scroll inside PDF form may be a feature which is available in Adobe Reader. But there should be a feature to switch
Scroll is one of the features introduced by Adobe in Reader. This enables the PDF to quickly show Vertical or Horizontal scroll bar inside the Adobe Reader (if created while publishing PDF).
A Reader should be able to switch off this feature which could enable proper continuous reading of the document PDF properly.
Request to have this as Preference in the document to switch off.
