Organize- unable to move multiple pages at once

I went into Organize tool, and then selected multiple pages.
I then tried to move them but I am unable to move multiple pages

Sometimes I cannot move multiple files to a newly created folder,Other times I can’t move even a single pdf document to a folder I created.
