I cannot compare PDFs with purchased Adobe Acrobat Premium because this tool isn’t available in iPhone and I cannot login on Windows desktop version.

Adobe Acrobat Premium on iPhone unfortunately doesn’t support the Compare PDF tool — that feature is only available on desktop. Since you can’t log in to the Windows version right now, that’s why the option is missing. You might want to try fixing the login issue first.
