Adobe reader PDF using password with special chars does not open

Windows Adobe Acrobat Reader DC 2020.009.20074 failed to open a password protected PDF because the password had special chars.

I'm unable to share the document because it's a financial document with confidential information...hence the reason why it was provided to me password protected.
