Get rid of the tools pane by default. No one I have ever met wants it there by default. Please get rid of it.

Please note that inside current 1st Top Idea 'Permanently Close tools pane' <https://acrobat.uservoice.com/forums/926812-acrobat-reader-for-windows-and-mac/suggestions/46550761-permanently-close-tools-pane> I already added 2 comments to confirm that inside Preferences -> Documents a new option 'Remember last state of the All tools pane when opening documents' indeed exists in Acrobat Reader DC MUI v24.005.20320 and even in previous version v24.002.20687 to avoid Tools pane to always show itself opened while simply running Acrobat Reader or opening a .PDF with it, so enabling such option (obviously after upgrading to Acrobat Reader DC) will probably be best option to avoid Tools pane to always open itself by default.

Same for the bookmark/comments panel. There should be an option in settings that gives the user control over these panes opening or not automatically when a file is opened.

the rite panel stay away if u select "remember current state of tool panel"
u just need to make it that selecting this will allso remember the status of the left panel and the comment panel

While we're at it, I never EVER want to see Comments, it's the most intrusive annoying feature I've ever seen. I've never used any of the 'tools' It's a GD reader for F sake, just let me read my stuff with out all these windows that shrink my document down to the size of an icon.
