Volcarona is considered a pseudo-legendary Pokemon despite not having the legendary classification. The reasons for viewing it as such are its rarity stemming from its pre-evolution Larvesta being very difficult to find in the wild, stats that are nearly equivalent to true legendary Pokémon, and naturally limited populations in areas making encounters quite uncommon. Finding Larvesta and evolving it into Volcarona takes dedication much like pursuing actual legendary variants.
