Automatic updates are enabled by default for Acrobat. Could you please let me know how you disabled the updates.

Ditto! And if you do a Shared Review, the gray icons will be filled with an AVATAR, not even the type of icon anymore. https://documentgeek.blogspot.com/2019/03/after-more-than-decade-new-comment-icon.html

In the latest update of Acrobat DC, we have modernize the commenting experience and at the same time, made it very clean and intuitive to use. As part of that, the checkbox is moved to the right click menu of the comment.
Open comment>Right Click>Add Checkmark
Please also note that both the sort and filter options are available for the check mark.
We are sorry for the inconvenience caused and will consider adding the check mark by default for future updates of Acrobat DC.However there is one workaround to make the checkbox appear in one step by using the keyboard shortcut SHIFT + K .

It's now called Add Text Box. Click on the plain T icon in the comments tools.

Hi User, Thanks for reaching out to us.
Are you facing this issue only for highlight or for other annots as well ?Can you uncheck the commenting preference “Automatically open comment pop-ups for comment other than notes” and try to create another highlight. Please let us know if this resolves the issue for you.

This is a problem for me as well. Even when automatic updates are turned off, they still update, as indicated by Adobe staff here; https://forums.adobe.com/thread/2631431
It sure would be nice if that information (continuous updates versus optional updates) was actual stated in the preferences. Because users believe that if they click the check box to disable updates, then the updates will actually be disabled.
