HI David,
We tried on our side on the latest build. It is fixed on our side. Please update on the latest build.
Although the issue faced by you may be because you have not turned off Protected View, Please turn it off and you won’t be facing the issue anymore.Thanks

@David: Did you make sure to have Protected View disabled? After I dismiss the Protected View band displayed above the document, everything works fine for me.

When I download and double-click that PDF file (I'm using Windows 10x64), no matter whether I hit the "H" or "V" button - the mouse cursor doesn't change.
And the upper toolbar doesn't show keyboard shortcuts in the corresponding quickinfos, either.

It looks like this error depends on the document to open. Unfortunately I cannot attach documents here.
The Reader version reads: VersionContinuous | Version 2018.009.20044

Hi,
The issue faced by you is due to the setting of the document set by the user. Please see the following setting in the document :
1. Open Document→File → Properties → Initial View Tab → uncheck Center Window on screenPlease make sure the setting is not checked in your document to avoid the issue.
