Hi Lazz,
The PDF document opened on your Chromebook is a special type of PDF called "dynamic XFA" form.
Acrobat Reader mobile apps for iOS and Android and web browsers (e.g. Google Chrome, Apple Safari) do not support rendering of XFA forms.

Can't open this on my chromebook but my girlfreind has no issues with her old Dell laptop
Can somebody please help? I've downloaded the latest version of adobe to my chromebook but I am still getting a blank page

Is your problem opening or downloading a form from a government website? Do you see an error message?
Would you please share the link to the form, if it's publicly available from the website?
My guess is that the form is a special type of form called "static/dynamic XFA form" that is not supported by Acrobat Reader mobile apps for iOS and Android. A workaround is to use the desktop version of Acrobat Reader on your Windows or Mac computer.
We can confirm it if you can provide the link to the form.
