Cannot open encryted pdf on phone

One of the screenshots that you shared with us privately indicated that your PDF document is a special type of PDF called "dynamic XFA".
Acrobat Reader mobile apps (for iOS and Android) do not support dynamic XFA documents.
Please take a look at the other post with the same issue.

The file require a password to open, supply a dialog box for password to be entered in and then a message that it might not be able to open file.

In general, Acrobat Reader for iOS can open encrypted PDF documents for viewing.
I suspect that you have a special type of PDF document.
For example, your PDF document may be protected by DRM (Digital Rights Management) by third-parties (such as Vitrium).
Do you see an error message or a dialog prompting for username & password when you try opening the PDF document?
