   I understand the issue faced by you. I would like to tell you that we provide the shortcut keys to as many possible features as possible. You can check it our at : https://helpx.adobe.com/in/acrobat/using/keyboard-shortcuts.html

   Incase, there are some necessary features where you need the shortcut controls. please provide the details for those areas and we’ll try to resolve it in the future.

   I know this is an old thread, but it is certainly possible to implement shortcut keys for tool views like Organize Pages, etc. There is no conceivable point to resisting this and allowing what should be a very simple feature.
