I've used the online Acrobat product in the past for commenting/collaborating with other users on a PDF, and exporting a PDF with all users' comments has worked fine.

Today, I'm working on a PDF that has comments added by another user, and when I download the PDF, only the annotations that I'd uploaded with the PDF are included in the download: all comments added from the browser by other users are missing.
